You could always find an old CO2/nitrous tank or something and build a hybrid. Or use CO2 as a propellant. With a higher pressure you could use a smaller valve and still get the same amount of gas flowing to propel the "potato". PVC is just ungodly expensive when you get to dealing with larger stuff...

hammer valves seem like kind of a bad idea, but they seem to work find in paintball guns. The high pressure would help force the striker back to the cocked position and then the spring would have enough force to smack the pin and open the valve. What about instead of shooting a round that will burst and spray the pellets, just make it more like a shotgun in the first place? maybe have film cans that had the bottoms cut in an x shape, and a paper cap.
