If you mean actually blowing up (fire) then that is against the forum rules.
If you mean one that crumples and leaves a nice dust cloud, something filled with flour might work or try dried out plaster casts.

no what im going for is something that would hold bbs and then in mid air or on imapact release them to recreate fragmentation for a wider spread but still with at leat a 100 ft range. (non-explosive no fire please)

Alright, you could try a paper cartridge filled with BB's, or put a sabot down the barrel and pour BB's on top of it, but that would be more like a shotgun. Be creative, find something that fits down the barrel and fill it up with BBs.

BTW, instructions on how I made the shell are early in the firing video. I made mine out of a bottle, but just paper ought to do it, too.

If used an an indirect fire, easter eggs filled with airsoft pellets or water and airsoft pellets work great. They have strong durability on the vertical, so they can be launched, but horrible horizontal, so they break easily.
Don't get the eggs with the little tab things.
And don't worry, I've shot myself with easter eggs many times and done lots of calculations with them. Getting hit by one filled with water has close to the same momentum as a paintball over a larger surface area.

I know this is a little off topic, but you could take a ziplock bag, pour flower in it and wrap with rubber bands. this would create a white phosphourous kind of effect when it lands.

I had an idea for something like this awile back. You make a bdc like davidvainis with a needle barely touching the burst disk. Then on impact the needle penetrates the burst disk and airsoft bbs fly everyware.
