i was wondering if anyone tried to make a ballon launcher?

Welcome to spudfiles.

Search around (Search button is in the top right button group) for "water balloon" and "balloon launcher", this has been discussed quite a few times before.

I don't know if anyone has built a purpose-made water balloon launcher, but many of us have launched water balloons from existing guns.

The best way, in my personal opinion, is to put them in a paper cup that fits well in 2" or 2.5" pipe. Don't overfill the balloon. The paper cup protects the balloon from the sides of the barrel during launch, which keeps them intact.
If you can't find paper cups the right size for your barrel, you can try greasing up the balloons with Vaseline and using lots of wadding, but this isn't as reliable as paper cups. Again, don't overfill.
Either way, use some paper towels or a rag for wadding. It helps to cushion the balloon from the shock of the launch, I think.

Now as for a water balloon launcher, use those long skinny balloons like clowns use to make balloon animals, fill three inches of it with water and tie it off. Then wrap it on paper or aluminum foil. I use these only full of paint as paintball HE rounds.

I tried it in my lemon cannon and worked fine the first time but the second time it exploded.

If you talking about my suggested ammo then, I’ve had the same problem, they’re kind of hit and miss, if you fill them up to much they’ll burst, if your don’t wrap ‘em up good they’ll burst, it took me over a month of R&D to get it right, true I only work about an hour each day, but that’s still a long time.
