Depending on the 'current' political scene and in particular the high school/college violence the ATF really could go either way. While most see spudders as recreational toys, simply take a 10X hybrid or even a pneumatic, remove the barrel and replace it with a cap, you've got yourself a pipe bomb. The real kicker is some parents let their kids build it unknowingly. Like so many government agencies do, they will bow to current political movements and will 'classify' spudders on the other side of the fence to 'protect' the innocent. It is easier to classify all spudgun variants as firearms than individually every configuration kids can come up with. Just imagine your simple spray-and-pray combustion or film canister cannon now controlled by the government. Think of the poor Aussies and their laws. Saying you can classify your spudder is like volunteering to embed RFIDs in your arm. Google is watching.
Are you paranoid yet?
Silencer for a combustion, how to make one?
