One small problem with magnetrons most spudders can find are 2.4 GHZ frequency. Even if you do manage to make a high power highly focused pulse, unless it is efficiently absorbed by the target, it is reflected. Think of the low power microwave communications equipment you have.
For Public Relations campaigns, the 2.4 Ghz frequency is called radiation when used in an oven and leakage is bad. The same frequency is called WiFi and Bluetooth when used for communications. Signal strength for range is good.
Think about it. People put a Microwave radiating device in their ear on purpose. It's simply lower power but on the same frequency band.
I would not consider using a high power transmitter anywhere near low power communications devices on the same band. It would tend to fry the low power devices.

That might be an SSY-1 Nd-YAG assembly, fairly easy to set up, a few capacitors to drive the flash tube, charging circuit for said capacitors, perhaps a triggertron or SCR based switch.

I'm not too sure about microwave technology, the sheer power comsumption of a unit which would have an amusing effect would be massive.
Although they aren't "new", ETGs and ETCGs have the most potential for high performance currently, hybrids might be able to reach the 500X mark, liquid oxygen may be usable though I wouldn't like to be nearby.
