Ok thanks, to make a accurate sketch I would have to buy a few parts and take some measurements. Before I start buying parts, I was just going to try and get a general price quote in case it ended up being more than I wanted to spend. I was thinking it would probably be about 10 bucks plus material costs. Is this a fair price.

get a new boring bar. I suppose you could attach an end mill to the tool post and use that as a boring bar, but the idea is the same.
I guess you could also use a big drill and/or reamer. The boring bar will be cheaper,
