Most train horns I have seen operate on 60-100 PSI. They use the same air compressor that is used for the brakes.
Below is a pressure gauge of the air brake line on a running train. This gauge is located in the caboose. The engine has the compressor and has a resivour that is kept near 100PSI. The red pointer is the pressure in the on car reservoir. The black pointer is the pressure of the brake line. When the black arrow rises above the red, the brakes are released and the reservoir is filled. When the black pointer falls the reservoir is used to apply the brakes. In this photo the train has just come to a stop. When they were moving the pressure was about 90 PSI.
